Arizona
becomes the third state to allow lawful concealed carry of a firearm without
first obtaining a license (Arizona already recognizes ALL state concealed
carry licenses, including Washington's). Vermont started the trend in
1903, in a state Supreme Court case challenging a city concealed carry ban,
and Alaska followed a century later, passing a law in 2003 allowing unlicensed
concealed carry (the bill was sponsored by Anchorage Democrat Eric Kroft).
Governor Brewer is expected to sign the bill, as she did earlier this week
with an expanded state preemption statute and the seventh-in-the-nation
Firearms Freedom Act. Arizona will continue to issue licenses to allow
citizens to take advantage of other states' reciprocity provisions (as does
Alaska). And as I understand it, if you want to carry in a restaurant
that serves alcohol, you must be licensed to carry.
